Abstract

The Civil Service Police Unit (Satpol PP) plays a strategic role in enforcing Regional Regulations (Perda) and Regional Head Regulations (Perkada). Professionalism in law enforcement requires a humanistic attitude, a sense of justice, the ability to apply objective values, honesty, and advanced technical skills. This study aims to examine the professional ethics of Satpol PP from a legal perspective based on Government Regulation No. 16 of 2018 and the siyasah fiqh perspective. The research is bibliographic in nature, utilizing documentation techniques for data collection. The primary source is Government Regulation No. 16 of 2018, while secondary data is derived from books, journals, and other relevant documents. The findings highlight the importance of a friendly yet firm approach in accordance with applicable regulations. In Islam, every work undertaken for the sake of Allah is considered jihad fi sabilillah, which requires motivation and a clear worldview, referred to as a work ethic. A Muslim's work ethic should be rooted in the Qur'an and Hadith, exemplifying the Prophet's attributes: shiddiq, amanah, tabligh, fathanah, and istiqamah. By integrating these values, Satpol PP officers can perform their duties with professionalism and integrity, reflecting both legal and religious principles in regulation enforcement.
